You may be able to buy the third, but you'll need to be REALLY lucky for that, so after getting the bullets i normally just upgrade my gun for better DPS. Its honestly 100% dependent on luck, and that's because of the imps. However, beating the third level(cementery) without the second bullet upgrade is horrible.
